NOTICE OF AVAILABILITY
REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEERING DESIGN SERVICES FOR A NEW WASTEWATER TREATMENT PLANT
DEADLINE TO SUBMIT: 4:00 pm (MST) on August 27, 2025
The City of Victor, Idaho, is seeking Statements of Qualifications (SOQs) from highly experienced and qualified engineering firms to provide comprehensive engineering design services for a new Wastewater Treatment Plant (WWTP). The City intends to utilize the Construction Manager at Risk (CMAR) project delivery method for the construction of this facility.
Project Background: The City of Victor is embarking on this critical infrastructure project to design and construct its own WWTP due to challenges with the existing partnership with the City of Driggs for treatment services, including Clean Water Act violations and capacity issues at the Driggs WWTP.
Scope of Services: The selected firm will be responsible for comprehensive services across the project lifecycle, including Preliminary Engineering, Design Engineering, and Construction Engineering. This includes, but is not limited to, wastewater characterization, process selection, detailed design and layout, environmental control systems, sustainability considerations, automation and control systems (SCADA), and ensuring full compliance with Idaho Department of Environmental Quality (IDEQ) regulations (e.g., IPDES and Reuse Permits). The Selected Engineer will also actively collaborate with the City and the selected CMAR firm throughout all phases of the project.

• Email submissions must be marked in the Subject Line: "RFQ for Engineering Design Services for New Wastewater Treatment Plant, City of Victor, Idaho." Submissions should be a single electronic file in searchable PDF format, ideally smaller than 10 MB.

All inquiries regarding this RFQ must be directed to the City’s Designated Point of Contact from the date of release until the final contract award. Any attempt by a Proposer to contact individuals other than the designated Point of Contact regarding this RFQ may result in the immediate disqualification of the Proposer's Statement of Qualifications.
Sealed Bids for the Agate Pathway Extension will be received by the City of Victor at the Public Works Facility, 280 Stevens Way, Victor, ID. The bid opening will be at 11:30 am on August 6th, at the City of Victor Public Works Facility, 280 Stevens Way, Victor, ID. The project consists of approximately 500 linear feet of a 10’ wide asphalt pathway along Agate Avenue South of Larkspur.
The Issuing Office for the Bidding Documents is Sunrise in Pocatello. The project manager for this contract is Robert Heuseveldt. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents may be viewed and printed online by registering with the Issuing Office at www.sunrise-eng.com . Click on “Plan Room” at the top right corner of the homepage. Bidders must register, sign-in, and then choose the specific project to become a plan holder and obtain access to Bidding/Contract Documents, Specifications and Plans. Following registration, complete sets of documents may be downloaded at no cost as portable document format (PDF) files. Notices regarding changes/amendments to the Bidding/Contract Documents, Specifications and Plans will be sent to the e-mail address associated with the bidder’s registration. Bidders are responsible for maintaining current and correct contact information and check the plan room often to receive updates or additional documents/changes/amendments. If the prospective bidder would like to obtain printed and bound Bidding/Contract Documents, Specifications and Plans from the Issuing Office, the cost will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable. Upon the Issuing of the Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.
A BID GUARANTY of 5 percent of the BID AMOUNT is required. Separate PERFORMANCE AND PAYMENT BONDS each in the amount of 100 percent of the CONTRACT AMOUNT will be required. Each bidder must supply all the information required by the Bid Documents and Specifications.
This project is funded by the City of Victor. Award of the contract will be contingent upon compliance with Idaho public works contracting requirements, bid requirements, and available project funding. This Project is administered by the City of Victor. All contractors, subcontractors, or specialty contractors shall be required to have a current license as a Public Works Contractor in the State of Idaho in order to submit a bid or proposal on this project. Public Works Licenses should be in the appropriate class of license for the project.
All prospective bidders are directed to the Instructions for Bidders for discussion of Bid policies, procedures, and requirements. The Owner reserves the right to reject any and all Bids, to waive any and all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all non-conforming, non-responsive or conditional Bids.
