Open Bids and Requests for Proposals.
The City of Victor is requesting bids from qualified bidders for a new restroom facility located in Victor City Park.
The scope of work for this project will include at a minimum:
· Pre-Cast Restroom Facility per specifications.
· Delivered to the project site with all amenities pre-installed and ready for final connections.
· Facility to be delivered to the site and set in place by a crane.
Electronic sealed Bids for the construction of Victor City Park Improvements: Pre-cast Bathroom will be received by the City of Roberts/Keller Associates using QuestCDN Online Electronic Bid platform until September 4, 2025, 3:00 P.M., local time at which time the bids will be opened and reviewed by the City and Keller Associates.
Bid security shall be furnished in accordance with the Instructions to Bidders.
The Bid documents may be purchased electronically at www.kellerassociates.com via QuestCDN for $45 which includes the Bid fee. Click on ‘Current Projects Bidding’ which shows, in the left-hand column, all of the projects which we have bidding at this time. Click on the Victor City Park Improvements – Pre-cast Bathroom hyperlink which will display information specific to the project.
Bids will be submitted electronically at www.kellerassociates.com via QuestCDN. To submit your electronic Bid, your company will need to have an online signature with QuestCDN. Instructions for submitting an electronic Bid will be provided with the Bid documents.
This is a federally funded project, Davis Bacon Wages will need to be paid for this project. Contact Siona Johnson, grant administrator, if you have questions on the Davis Bacon wage rates at 208-589-3885.
All bids must address all items identified and include a base bid, be signed with the name, and address as indicated in the Bid Form. None of the qualified bids will be read. Each bid shall be accompanied by proof of insurance.
Compliance with Idaho Public works Law is required.
The Owner reserves the right to reject all bids, to waive any informalities, or to accept the bid or bids deemed best for the City of Victor.

REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEERING DESIGN SERVICES FOR A NEW WASTEWATER TREATMENT PLANT
DEADLINE TO SUBMIT: 4:00 pm (MST) on August 27, 2025
The City of Victor, Idaho, is seeking Statements of Qualifications (SOQs) from highly experienced and qualified engineering firms to provide comprehensive engineering design services for a new Wastewater Treatment Plant (WWTP). The City intends to utilize the Construction Manager at Risk (CMAR) project delivery method for the construction of this facility.
Project Background: The City of Victor is embarking on this critical infrastructure project to design and construct its own WWTP due to challenges with the existing partnership with the City of Driggs for treatment services, including Clean Water Act violations and capacity issues at the Driggs WWTP.
Scope of Services: The selected firm will be responsible for comprehensive services across the project lifecycle, including Preliminary Engineering, Design Engineering, and Construction Engineering. This includes, but is not limited to, wastewater characterization, process selection, detailed design and layout, environmental control systems, sustainability considerations, automation and control systems (SCADA), and ensuring full compliance with Idaho Department of Environmental Quality (IDEQ) regulations (e.g., IPDES and Reuse Permits). The Selected Engineer will also actively collaborate with the City and the selected CMAR firm throughout all phases of the project.

Project: Trail Creek Restoration at Brookside Park

The City of Victor is requesting informal bids for the construction of the Trail Creek Restoration project at Brookside Park. The project is located at Brookside Park in Victor, Idaho. The project is being undertaken to repair damage caused by the 2025 spring runoff, which resulted in channel avulsion, erosion, and sediment deposition.
Scope of Work The project scope of work includes, but is not limited to:
• Mobilization and demobilization
• Water management, erosion control, and implementation of Best Management Practices (BMPs)
• Construction of an avulsion plug
• Installation of rock toe and ramp structures
• Construction of deflector jams and floodplain log jams
• Installation of brush trenches and dormant cuttings
• Site reclamation and seeding
• Project cleanup
A portion of the project is on private property, and the private property owner intends to use the City's contractor to perform the work on their property. The attached bid sheet is divided into two sections: Primary Project (City) and Supplemental Bid (OOTC Parcel).
A detailed bid sheet with quantities is attached to this invitation. A Design Report with Final Plans is also attached. Bidders should carefully review and utilize the information contained in the Design Report and Final Plans when preparing their construction bid. The project is anticipated to be substantially complete by November 28, 2025.
Instructions to Bidders Interested and qualified contractors are invited to submit an informal bid for the project. Bids must be submitted in a sealed envelope and clearly marked "Trail Creek Restoration at Brookside Park Bid" and emailed to victorcityadmin@victoridaho.gov. Bids can also be delivered to City Hall at 138 N. Main Street, Victor, Idaho. Bids will be received until 2:00 PM local time on October 20, 2025. Bids received after this time will not be considered.

Legal Requirements This project is subject to Idaho State law regarding public works construction. The following are key requirements:
• Bidders must be licensed Idaho Public Works Contractors at the time of the bid.
• The successful bidder will be required to provide performance and payment bonds, each in the amount of 100% of the contract price.
• Bidders must comply with Idaho Code §72-1717 regarding drug-free workplace requirements and submit a signed affidavit with their bid.
• Bidders must comply with Idaho Code §44-1001 and §44-1002 regarding the employment of Idaho residents. The City of Victor reserves the right to reject any or all bids, to waive any informalities in the bidding, and to accept the bid that is in the best interest of the City.
