PROGRAM DESCRIPTION
An apprenticeship combines on-the-job training (OJT) and related classroom instruction to help an entry-level individual learn the practical and theoretical aspects of a highly skilled occupation. The City’s Public Works Apprentice Program offers a one-year assignment designed to train individuals with little or no knowledge of public works to be a Public Works Operator. The job description of an apprentice is generally similar to that of a Public Works Operator Level I position, but in a learning capacity. The Public Works Operator Level I job description is attached. Participants will be required to meet increasingly stringent requirements as they advance through the Program. Failure to meet program guidelines in the specified timeframe may result in termination. Maximum duration for participation in this Program is one year, dependent on funding availability.
An apprentice will be assigned a mentor and will work alongside this experienced employee for the duration of the Program. The mentor will ensure the apprentice receives well-rounded, holistic technical training to prepare them for a permanent position in public works. In addition, each apprentice will be enrolled, at the City’s expense, in the Water & Wastewater Operations Specialist Apprenticeship Program through the Idaho Rural Water Association (IRWA). The IRWA’s Program offers both one-on-one and small group mentoring and support to prepare an individual to take their Level I wastewater or water licensing exam.
PROGRAM GUIDELINES
Entry Level Requirements
● At least 18 years of age
● High school diploma/ GED
● Valid driver’s license
● Ability to pass a background check
Program Benefits
· No previous experience is required! This is an entry-level opportunity with huge potential for advancement.
· During the initial phase of your employment, you will receive all the training needed to obtain a Level 1 certification in either wastewater or water through the Idaho Rural Water Association.

Participation Requirements
Participants in the Apprentice Program must meet specific attendance requirements during the Program in order to advance. Failure to meet these requirements is cause for termination.
Level One Requirements
● No more than one tardy in the first three (3) months. Tardy is defined as showing up more than one minute later than the assigned reporting time.
● No more than one (1) excused absence in the first three (3) months. An excused absence is defined as an absence in which the program participant notified the supervisor at least 48 hours in advance and the supervisor approved the absence. One absence may be considered an “emergency” where less than 48 hours’ notice is given.
● Actively participates in learning and performing by asking questions, taking directions, taking notes, and accepting constructive feedback and
takes notes.
Evaluation to determine if the participant is ready to advance to Level Two will occur following the first three months of the apprenticeship. Failure to meet Level One requirements after three (3) months will result in termination from the Program.
Level Two Requirements
● No more than two (2) tardies over the remainder of the Program.
● No more than three (3) excused absences in the first six months of the Program. Up to two (2) absences may be considered “emergency” where less than 48 hours’ notice is given. In all cases, notification to the supervisor must be given at least 15 minutes prior to the start of the shift.
● Actively participates in learning and performing by asking questions, taking directions, taking notes, accepting constructive feedback and showing some individual initiative. Demonstrating the ability to undertake the minimum work required for the Public Works Operator Level I position.
Evaluation to determine if the participant is meeting Level Two requirements will occur six (6) months following a positive evaluation in which the apprentice has met the Level One requirements. Failure to meet Level Two requirements will result in termination from the Program.
COMPENSATION
● All apprentices must work 40 hours/week and will only be compensated for hours worked. Work hours will be determined by the Public Works Operator II or Public Works Director.
● Compensation will be determined by experience and qualifications.
● Basic health insurance and retirement benefits effective the first day of the month following employment.

The City of Victor’s Local Government Internship Program is designed to attract, develop and mentor individuals interested in pursuing a career in local government. Interns are placed in nearly every City department, including City Administration, Finance, and Planning. Each intern will work under the leadership of a staff person from the department to which they are assigned and will be provided with hands-on experience and specific project responsibility.
The primary objectives of the City's internship program are:
• Provide students with a valuable professional public service experience that will enhance their skills and competencies.
• Give students an opportunity to learn first-hand how city government works.
• Create a new resource for students.
• Discover potential candidates for employment.
• Provide city departments with additional staff support.
TYPICAL DUTIES
This position involves municipal research and analytical work on an entry-level professional basis using various research techniques and methods. Interns study administrative systems, policies, and practices. Interns are given definite work assignments involving meaningful participation in a wide variety of problems including, but not limited to: Assisting with field and office studies; responding to inquiries from the public; resolving citizen complaints and concerns; preparing correspondence, notices, memorandums, and reports; collecting and analyzing data and information; and providing general office assistance.
EXPERIENCE
The ideal candidates will enjoy working in a fast-paced environment and have a combination of education and experience that provides the knowledge and skills required to perform a variety of administrative and analytical tasks. Although college/university students pursuing a degree in public administration, business administration, political science, or a related field are preferred, the City will accept applications from high school seniors who have at least a 3.5-grade point average (GPA) and want to explore a career in local government.
Additionally, the ideal candidate will:
• Communicate well orally and in writing;
• Possess strong computer skills;
• Propose solutions to problems;
• Have an interest in local government; and
• Work independently.
ABILITY
Applicants should have the ability to plan, organize, and carry out administrative assignments and projects; the ability to interpret and apply laws, regulations, policies, procedures, contracts, guidelines, and professional practices; ability to understand and follow oral and written instructions; working knowledge of personal computer technology and commonly used software applications.

Internships are unclassified part-time at-will assignments and are not subject to the City's Personnel Benefits. Internships are limited to an average of 20 hours or less per week. Compensation is hourly at a range of $16.00 to $19.00 per hour, depending on qualifications. All internships are at-will assignments and may be terminated at any time and have no appeal rights. Start dates will vary based on the academic schedules of those selected.

Public Works Operator Level I FLSA Non-Exempt
Supervisor: Public Workers Operator Level II Pay Grade: 11
Summary/Primary Role: To perform regular maintenance and upkeep on the public infrastructure and facilities; perform inspections as needed on public improvement projects and developments; perform snow removal on public streets and pathways during the winter months; monitor water, sewer, and irrigation and keep a daily record of flow measurements and data; interact and provide assistance to the public with regard to City infrastructure; perform any necessary tasks as directed by the City Council, City Administrator, and City Public Works Director.
Supervision: This position is supervised by the Public Works Operator II and/or Public Works Director.
Essential Duties & Responsibilities:

Water and Sewer
- Must be a licensed water operator (level one minimum).
- Must be level one collections operator
- Must be able to operate and have knowledge in hydro washing wastewater systems.
- Must have pipeline construction skills for water and wastewater lines.
- Willing to continue education to maintain state licenses.
- Understanding of pump station repair.
- Willing to have all vaccinations pertaining to wastewater work.
- Must be able to deal with the public.
- Willing to work numerous holidays.
Roadways and Snow Plowing
