Now Hiring - Public Works Operator Level I
The City of Victor has an exciting full-time opening in our Public Works Department as a Public Works Operator (Level I). This full-time position pays up to $23.73 /hour, depending on qualifications.
Responsibilities for this position include but are not limited to maintenance and upkeep of City streets, water, sewer, irrigation, equipment, facilities, parks, and pathways and require emergency on-call services from time to time. The City offers a generous benefits package that includes medical (for the employee and family), optional vision, dental, and supplemental accident insurance, a generous paid time off program, City-paid holidays, and membership in the Public Employee Retirement System of Idaho (PERSI). The City's Public Works Department also works a modified schedule with every Friday off from April to October and half days on Friday from November to March.
This position is eligible for a $1,500 sign-on bonus. New employees will get $750 after six months on the job and another $750 on their one-year work anniversary.

General Statement of Duties
Primary responsibilities include the operation of the city transportation, water and wastewater systems. Secondary responsibilities include a variety of other public works tasks associated with a small mountain town.

Classification Summary
The principal function of an employee in this class is to work effectively with others to perform a variety of Public Works operations and maintenance duties, some of which may require acquired skills, physical abilities, and manual dexterity. The work is performed under the direction of the Public Works Director or Foreman with latitude for the exercise of independent judgment and initiative. The principal duties of this class are performed in a shop and outdoor environment that may involve inclement weather and potential personal hazards.
General Statement of Duties
- Assist in maintaining the Teton Regional Wastewater Treatment Plant.
- Assist in maintaining, repairing and troubleshooting the wastewater collection system (gravity, force mains, lift stations).
- Assist in maintaining the water system, exercising water valves, fire hydrants, checking wells and pumps, booster pumps, tank levels and buildings; locating, servicing and replacing water lines; fixing broken water mains; replacing service lines from street to meter pit; backfilling and sodding;
- Assist in standardizing instruments, pumps, valves, meters and other apparatus; observing condition of raw and finished water and making appropriate adjustments of chemical feed to maintain compliance with regulatory standards; and making daily inspection of mechanical and electrical operating conditions of equipment and recording findings, maintaining necessary records and preparing required reports.
- Assist in patching streets and roads; implementing weed abatement; maintaining public right of ways; removing residential trash; repairing and replacing street signs; cleaning storm drains, sweeping streets and sidewalks;
- Operate a variety of vehicles and heavy equipment, including but not limited to, tractor mowers, dump trucks, front end loaders and attachments, sweepers, backhoes, water tankers, snow removal vehicles, graders, and related equipment;
- Operate a variety of hand tools and power equipment including but not limited to jackhammers, electrical testing equipment, metal detector, welder, hand held meter data collection device as needed;
- Remove snow from streets, sidewalks, parking lots and other public areas; remove debris and other safety hazards from streets, curbs, storm drains, alleys and adjacent public areas;
- Place work zone traffic control devices and performing flagging duties;
- Reform routine maintenance on vehicles and equipment and maintaining service and maintenance records;
- Perform installation and repair work including digging and backfilling trenches, installing and repairing pipelines, including cutting, tapping, threading and making joint connections on copper, plastic and other pipe material;
- Perform all duties with regard for personal safety and that of other employees and the public;
- Develop and maintain positive working relationships with the supervisor, co-workers, the general public, and other individuals or groups encountered through this position;
- Perform all work duties and activities in accordance with City and Department policies, procedures and safety practices.
Secondary Duties and Responsibilities:
- SNOW REMOVAL: Will participate in On-Call responsibilities for plowing City streets, sidewalks, and areas deemed necessary. Ability to reach Driggs within twenty (20) minutes of call out. Will be required to operate snow removal equipment including plows, snowblowers, sweepers, sanding units, etc.
- ON CALL: Will be required to participate in the On-Call Phone rotation after proper training has taken place. Employee will provide 24/7 coverage across all Public Works departments for one week at a time, approximately every 6th week. Ability to reach Driggs within twenty (20) minutes of call out.
Competency Requirements
Knowledge of:
- Methods, materials, equipment, tools and standard practices for the installation, operation, inspection, maintenance and repair of assigned area which may include one or more of the following: water distribution, water collection, wastewater collection, street construction, park maintenance or other systems;
- Federal (OSHA) and state regulations and City policies regarding safety training and safe work practices;
- Heavy and construction equipment operation and maintenance;
- Equipment and tool operation and maintenance practices;

Acceptable Experience and Training

Special Qualifications (within 6 months of hire)
- Valid Class B CDL license with airbrake endorsement
- Class I or higher in any of the following: water distribution, wastewater collections, wastewater treatment

Class Summary/Primary Function: To perform regular maintenance and upkeep on the public infrastructure and facilities; perform inspections as needed on public improvement projects and developments; perform snow removal on public streets and pathways during the winter months; monitor water, sewer, and irrigation and keep a daily record of flow measurements and data; interact and provide assistance to the public with regard to City infrastructure; perform any necessary tasks as directed by the City Council, City Administrator, and City Public Works Director. This classification is distinguished from the Public Works Operator position by the specialized nature of the classifications assignments, certification requirements and supervisory responsibilities.
Supervision: This position is supervised by the City Public Works Director.
Essential Duties & Responsibilities:

- Roadways
- Perform periodic inspections on the City streets and document any deficiencies that require repair.
- Perform general roadway maintenance including patching and crack repair as per the maintenance schedule.
- Must have or obtain a CDL.
- Obtain general knowledge of proper roadway construction.
- Remove the snow during the winter months as needed. (Willing to work on holidays and early morning hours.)
- Perform inspections on construction work.
- Water System
- Must have or obtain a license in water distribution (OIT, Level I, and Level II)
- Monitor water system and record operation statistics daily.
- Repair any damaged lines as part of the City System up to the meters.
- Replace and repair any system pumps.
- Flush system as per maintenance schedule.
- Monitor and administer the treatment and disinfection of the system. (Chlorine)
- Aid to the extent of the City’s ability to prevent the freezing of services. Help to thaw out services if possible.
- Perform inspections on construction work.
- Sewer System
- Must have or obtain a license in sewer collections (OIT, Level I, Level II)
- Monitor Lift Stations and record operation statistics daily.
- Operate the hydro washing system and perform routine maintenance on the collection system as per the maintenance schedule.
- Repair any damaged lines as part of the City System.
- Unplug, replace and repair any system components including pumps that become inoperable.
- Willing to have all vaccinations pertaining to wastewater work.
- Perform inspections on construction work.
- Parks and Pathways
- Perform inspections of the parks and document any deficiencies that require staff’s attention.
- Perform general maintenance on pathways such as patch repair, crack repair, weed removal, and general grading.
- Operate and maintain the park irrigation system.
- Maintain the park areas for the public including general lawn care and landscaping.
- Maintain all City trees.
- Safely administer pesticides and herbicides as needed.
- Maintain the parks clear of debris and remove any garbage as needed.
- Supervisory Responsibilities
- Leading crews on assigned projects to see that projects are completed and performed in a professional, cost effective and timely manner.
- Accurately filling out work orders for assigned projects accounting for personnel, equipment and materials used on a daily basis.
- Overseeing all aspects of assigned projects including but not limited to project preplanning, crew safety, traffic control, vehicle and equipment maintenance, and quality control.
- Working with the Director to schedule vacations and other forms of leave to avoid overlap whenever possible.
- In the absence of the Director of Public Works, serves as the department director of the Department providing departmental leadership and decision-making as required.
