The City of Victor’s Local Government Internship Program is designed to attract, develop and mentor individuals interested in pursuing a career in local government. Interns are placed in nearly every City department, including City Administration, Finance, and Planning. Each intern will work under the leadership of a staff person from the department to which they are assigned and will be provided with hands-on experience and specific project responsibility.
The primary objectives of the City's internship program are:
• Provide students with a valuable professional public service experience that will enhance their skills and competencies.
• Give students an opportunity to learn first-hand how city government works.
• Create a new resource for students.
• Discover potential candidates for employment.
• Provide city departments with additional staff support.
TYPICAL DUTIES
This position involves municipal research and analytical work on an entry-level professional basis using various research techniques and methods. Interns study administrative systems, policies, and practices. Interns are given definite work assignments involving meaningful participation in a wide variety of problems including, but not limited to: Assisting with field and office studies; responding to inquiries from the public; resolving citizen complaints and concerns; preparing correspondence, notices, memorandums, and reports; collecting and analyzing data and information; and providing general office assistance.
EXPERIENCE
The ideal candidates will enjoy working in a fast-paced environment and have a combination of education and experience that provides the knowledge and skills required to perform a variety of administrative and analytical tasks. Although college/university students pursuing a degree in public administration, business administration, political science, or a related field are preferred, the City will accept applications from high school seniors who have at least a 3.5-grade point average (GPA) and want to explore a career in local government.
Additionally, the ideal candidate will:
• Communicate well orally and in writing;
• Possess strong computer skills;
• Propose solutions to problems;
• Have an interest in local government; and
• Work independently.
ABILITY
Applicants should have the ability to plan, organize, and carry out administrative assignments and projects; the ability to interpret and apply laws, regulations, policies, procedures, contracts, guidelines, and professional practices; ability to understand and follow oral and written instructions; working knowledge of personal computer technology and commonly used software applications.

Please be specific in listing your education, including the name of the high school and/or college you are attending, your current grade point average (GPA), a list of extracurricular activities, and your hobbies and/or interests. Also include any previous work experience, volunteer work, and future career goals.
Qualifications will be evaluated on the basis of all materials submitted in the application packet, including presentation of the information and job-related factors such as writing skills, communication skills, and problem-solving abilities. The City reserves the right to select applicants for further consideration who demonstrate the best qualifications match for the job. Meeting the minimum qualifications does not guarantee an invitation to the testing or interviews. Only the most qualified applicants will be invited to the next step of the selection process.
Applicants chosen for the program will be contacted by the City and scheduled for Live Scan fingerprints paid for by the City. Applicants may also be required to complete other background investigations. Applicants must also possess a valid driver's license.
Internships are unclassified part-time at-will assignments and are not subject to the City's Personnel Benefits. Internships are limited to an average of 20 hours or less per week. Compensation is hourly at a range of $16.00 to $19.00 per hour, depending on qualifications. All internships are at-will assignments and may be terminated at any time and have no appeal rights. Start dates will vary based on the academic schedules of those selected.

Public Works Operator Level I FLSA Non-Exempt
Supervisor: Public Workers Operator Level I Pay Grade: 10/11
Class Summary/Primary Function: To perform regular maintenance and upkeep on the public infrastructure and facilities; perform inspections as needed on public improvement projects and developments; perform snow removal on public streets and pathways during the winter months; monitor water, sewer, and irrigation and keep a daily record of flow measurements and data; interact and provide assistance to the public with regard to City infrastructure; perform any necessary tasks as directed by the City Council, City Administrator, and City Public Works Director.
Supervision: This position is supervised by the City Public Works Director.
Essential Duties & Responsibilities:

Roadways
o Perform periodic inspections on City streets and document any deficiencies that require repair.
o Perform general roadway maintenance including patching and crack repair as per the maintenance schedule.
o Must have or obtain a CDL.
o Obtain general knowledge of proper roadway construction.
o Remove the snow during the winter months as needed.
o Willing to work on holidays and early morning hours.
o Perform inspections on construction work.
Water System
o Must have or obtain a license in water distribution (OIT, Level I, and Level II)
o Monitor water system and record operation statistics daily.
o Repair any damaged lines as part of the City System up to the meters.
o Replace and repair any system pumps.
o Flush system as per maintenance schedule.
o Monitor and administer the treatment and disinfection of the system. (Chlorine)
o Aid to the extent of the City’s ability to prevent the freezing of services. Help to thaw out services if necessary.
o Perform inspections on construction work.
Sewer System
o Must have or obtain a license in sewer collections (OIT, Level I, Level II)
o Monitor Lift Stations and record operation statistics daily.
o Operate the hydro washing system and perform routine maintenance on the collection system as per the maintenance schedule.
o Repair any damaged lines as part of the City System.
o Unplug, replace and repair any system components including pumps that become inoperable.
o Willing to have all vaccinations pertaining to wastewater work.
o Perform inspections on construction work.
Parks and Pathways
o Perform inspections of the parks and document any deficiencies that require staff’s attention.
o Perform general maintenance on pathways such as patch repair, crack repair, weed removal, and general grading.
o Operate and maintain the park irrigation system.
o Maintain the park areas for the public including general lawn care and landscaping.
o Maintain all City trees.
o Safely administer pesticides and herbicides as needed.
o Maintain the parks clear of debris and remove any garbage as needed.
Other Optimal Skills and Potential Duties
o Responsible charge/ “on call phone”
o Basic skills in all types of mechanical work, i.e., valves, V.F.D.’s, heating systems and HVAC
o Basic skills in welding; both arc and gas.
o Basic understanding of electrical S.C.A.D.A. systems.

· Ability to communicate with the public and resolve potentially heated discussions.
· Ability to operate heavy equipment

Specialized Licenses or Certifications:
· Has or willing to obtain certifications in wastewater collections, water distributions, CDL, and Roadway Scholar through the LHTAC T2 Program.
Equipment and Tools Used:
· Automobile and/or truck, telephone, two-way radio, calculator, computer, photocopier, fax machine, typewriter, and other business/office equipment. While performing duties of this job employee may operate heavy equipment, including loader, plow truck with sander, etc.
