To direct the orderly development of the City of Victor through the development, implementation, and enforcement of the plans, ordinances, and policies of the City of Victor in a manner that assures the health, safety, and welfare of city residents, protects natural and historic resources, and encourages a harmonious relationship between people, land use, and the environment.
