III.            Community Input- No Action (This time is reserved for public comment on matters within the City’s jurisdiction that are not listed elsewhere on tonight’s agenda. Public comment on public hearings or agenda items will be taken during those portions of the meeting unless otherwise indicated. Comments are limited to three minutes per speaker. The purpose of these guidelines is to make City Council meetings more welcoming, fair, orderly, and productive while protecting the Council's ability to conduct City business and preserve the public’s right to criticize government. The City’s ability to respond appropriately to comments about the conduct, performance, or discipline of individual City employees is best furthered by submitting such comments to the Mayor, City Administrator, or City human resources personnel. The presiding officer may interrupt, warn, or end a speaker’s comment or further Community Input if speakers exceed the time limit, prevent the meeting from continuing, refuse to address the Council as a body, interrupt others, make threats, or otherwise disrupt the orderly conduct of the meeting. Clapping, cheering, or other out-of-order disruptions are not allowed).

IX.        Recess to Executive Session: To communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated.
