Victor City Council will hold 3 public hearings regarding LU2025-06 – Code Amendments LDC Articles 11, 12, 13, and 14, LU2023-04 – Amendment to Development Agreement – Sherman Park – Snavely Group, and SD2022-07 – Amendment to Development Agreement – Twin Slides – Crewsen West LLC

PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that the Victor City Council will hold a public hearing at 138 N Main, Suite 201, Victor, Idaho, on Wednesday, August 27, 2025, beginning at 6:00 p.m. to discuss the following:
Public Hearing: LU2025-06 – Code Amendments LDC Articles 11, 12, 13, and 14 – City of Victor
The council will hold a public hearing regarding Code Text Amendments to the Land Development Code Articles 11, 12, 13, and 14. Summary of proposed amendments includes:
Article 11 Site Development: Adds Fire Code items, Shared Driveway Standards, and Mailbox Bank requirements from Article 12. Creates new language for loading areas to clarify loading of goods v. passengers. Clarifies Snow Storage area requirements from Design Standards.
Article 12 Streets and Public Improvements: Creates a General Provisions section to include consolidated language for applicability, phasing, improvement plans, guarantees, and easements. Removes the option to bond for final plat, prior to all public improvements being installed and accepted by City. Adds new language regarding reimbursement process and requirements. Moves all subdivision related requirements to new section in Article 13 regarding Subdivision Design. Consolidates all street improvement requirements. Clarifies requirements for parks and park improvements.
Article 13 Property Development Plan: Adds vegetation requirement to Riparian Buffer consistent with recent Code updates. Amends Traffic Impact Analysis requirements from Engineer and ITD comments. Creates New Section for Subdivision Design including Cut, File, Grading, Blocks and Lots, Subdivision Access, Stub Streets, Alternative Street Design, Dead End Streets, Highway Buffers, and Mailbox Banks from Article 12. Creates a new section for Anti-Monotony Standards for single-family home permits within subdivisions.
Article 14 Administrative: Moves Street/Right of Way Vacation process from Article 12.
Public Hearing: LU2023-04 – Amendment to Development Agreement – Sherman Park – Snavely Group
The Council will hold a public hearing to consider an amendment to the development agreement to extend the construction commencement date to November 1, 2025. The development agreement was originally approved on July 24, 2024, and first amended on November 12, 2024, for the approved rezoning to CX – Commercial Mixed Use, on approximate 3.2-acre part of the parcel identified by number RPB3N45E117200. The council is the decisionmaker on this application.
Public Hearing: SD2022-07 – Amendment to Development Agreement – Twin Slides – Crewsen West LLC
The Council will hold a public hearing to consider an amendment to the development agreement to create provision for payment at the time of each building permit for the proportional share of the lift station #3 improvements for all properties within the approved phase one of the Twin Slides Subdivision. The development agreement was originally approved on November 9, 2022, and first amended on January 22, 2025, for a full plat subdivision of 29 lots at the eastern end of Kylea Drive, approximate 9.22-acre part of the parcel identified by number RPB3N45E106001. The council is the decisionmaker on this application.
