Reception at Victor City Art Gallery Celebrates Stef Schroeder.

Tetonia, Idaho resident, Stef Schroeder, has studied landscape painting for several years with a dedicated daily practice and focus since early 2023. Her current preferred mediums are oil paint and gouache.

Stef accredits her growing knowledge of art principles and painting techniques to workshops facilitated by artists including Robert Moore, Julie Davis, and Aimee Erickson. She has also been educated by world-renowned, local landscape painter, Scott Christensen through in-person workshops and his online course, Adventures of Painting.

The artist’s website, stefschroeder.com, is regularly updated with new works, and you can often see her paintings hanging along with other local artists at the Teton Arts Council Gallery, located in The Community Center in Driggs, Idaho.

I love to paint particularly Western Subjects. The things that make our valley so unique and beautiful: big skies with big clouds, mountain trails and country roads, fields of scrubby sage, and tall grass. My finished paintings come both from studies created in the field and photos snapped when inspired. Noticing the everyday moments in a beautiful place. Since painting landscapes, I often find myself driving home from town or hiking with a friend and thinking “Oh, that’s so beautiful! I want to paint that.”

The diﬃculty lies in simplifying an incredibly complex subject matter using the language of paint. I try to convey to the viewer what drew me to the scene. Was it the warmth of the light? The contrast of the cerulean sky with the ochre fields? The dense spring cumulus clouds? I reference the landscape masters of the early 20th century, including Edgar Payne, William Wendt, and John Carlson, for inspiration and clues to craftsmanship.

Public Hearing: March 12, 2025, at 6:00 pm to be held before the Victor City Council, in the City Council Chambers of the City Hall at 138 N. CITY COUNCIL OF THE CITY OF VICTOR, IDAHO,

TO CONSIDER THE URBAN RENEWAL PLAN FOR THE

OF THE URBAN RENEWAL AGENCY OF THE CITY OF VICTOR

NOTICE IS HEREBY GIVEN that on Wednesday, November 13, 2024, at 6:00 p.m., in the City Council Chambers, Victor City Hall, 138 North Main Street, Victor, Idaho, 83455, the City Council (the “City Council”) of the City of Victor (the “City”) will hold during its regular meeting, a public hearing to consider for adoption the proposed Urban Renewal Plan for the Victor North Urban Renewal Project (the “Plan”) of the Urban Renewal Agency of the City of Victor, Idaho (the “Agency”). The urban renewal and revenue allocation area boundary is coterminous and is hereinafter described. The Plan proposes that the Agency undertake urban renewal projects, including identifying public facilities for funding, pursuant to the Idaho Urban Renewal Law of 1965, Chapter 20, Title 50, Idaho Code, as amended. The Plan being considered for adoption contains a revenue allocation financing provision pursuant to the Local Economic Development Act, Chapter 29, Title 50, Idaho Code, as amended, that will cause property taxes resulting from any increase in equalized assessed valuation in excess of the equalized assessed valuation as shown on the base assessment roll as of January 1, 2024, to be allocated to the Agency for urban renewal purposes. The Agency has adopted and recommended approval of the Plan.  The City Council will also consider the first reading of an ordinance to adopt the Plan at the meeting scheduled for November 13, 2024, at 6:00 p.m.  Additional readings and/or adoption of the ordinance will follow consistent with the City’s ordinance approval process.  

The general scope and objectives of the Plan are: 

a.       The engineering, design, installation, construction, and/or reconstruction of storm water management infrastructure to support compliance with federal, state, and local regulations for storm water discharge and to support private development;

b.         The provision for participation by property owners and developers within the Project Area to achieve the objectives of this Plan;

c.         The engineering, design, installation, construction, and/or reconstruction of the transportation network within the Project Area, including all streets and streetscapes within the Project Area, with a focus on enhancements, road improvements including paving of existing roads, helping to develop new roads, installation of traffic control devices, and other road and street improvements as needed, and related pedestrian facilities, curb and gutter, and intersection improvements, and traffic signals (if needed);

d.         The engineering, design, installation, construction and/or reconstruction of sidewalks and related pedestrian facilities, curb and gutter and streetscapes, which for purposes of this Plan, the term streetscapes include sidewalks, lighting, landscaping, benches, signage, way-finding, bike racks, public art, and similar amenities between the curb and right-of-way line; and other public improvements, including multi-use pathways with landscape buffers and public open spaces;

e.         The engineering, design, installation, construction, and/or reconstruction of utilities including but not limited to improvements and upgrades to the water distribution system, including extension of the water distribution system, water capacity improvements, water storage upgrades, wastewater system improvements and upgrades, including extension of the wastewater collection system, lift station, and improvements, and upgrades to power, gas, fiber optics, communications and other such facilities;

f.          The engineering, design, installation, construction, and/or reconstruction of public parking facilities, including structured parking facilities;

g.         Removal, burying, or relocation of overhead utilities; removal or relocation of underground utilities; extension of electrical distribution lines and transformers; improvement of irrigation canals and drainage ditches and laterals; undergrounding or piping of laterals; addition of fiber optic lines or other communication systems; public parking facilities, and other public improvements, including but not limited to, fire protection systems, floodway and flood zone mitigation; and other public improvements that may be deemed appropriate by the Board;

h.         The acquisition of real property for public right-of-way and streetscape improvements, utility undergrounding, extension, upgrades, public parks and trails, pedestrian facilities, pathways and trails, recreational access points and to encourage and enhance housing affordability and housing diversity, enhance transportation and mobility options, decrease underutilized parcels and surface parking lots, create development opportunities consistent with the Plan, including but not limited to future disposition to qualified developers for qualified developments;

i.          The disposition of real property through a competitive process in accordance with this Plan, Idaho law, including Idaho Code § 50-2011, and any disposition policies adopted by the Agency;

j.          The demolition or removal of certain buildings and/or improvements for public rights-of-way and streetscape improvements, pedestrian facilities, utility undergrounding extension and upgrades, public parks and trails, public facilities, and to encourage and enhance housing affordability and housing diversity, enhance transportation and mobility options, decrease underutilized parcels and surface parking lots, to eliminate unhealthful, unsanitary, or unsafe conditions, eliminate obsolete or other uses detrimental to the public welfare or otherwise to remove or to prevent the spread of deteriorating or deteriorated conditions;

k.         The management of any property acquired by and under the ownership and control of the Agency;

l.          The development or redevelopment of land by private enterprise or public agencies for uses in accordance with this Plan;

m.        The construction and financial support of infrastructure necessary for the provision of improved transit and alternative transportation;

n.         The engineering, design, installation, construction, and/or reconstruction of below ground infrastructure to support the construction of certain municipal buildings pursuant to Idaho Code § 50-2905A;

o.         The provision of financial and other assistance to encourage and attract business enterprise including but not limited to start-ups and microbusinesses, mid-sized companies and large-scale corporations and industries;

p.         The provision of financial and other assistance to encourage greater density and a diverse mix of rental rates and housing options, including affordable and workforce housing;

q.         The rehabilitation of structures and improvements by present owners, their successors, and the Agency;

r.          The preservation and/or restoration of historic and/or cultural assets as amenities, including but not limited to façade restoration;

s.          The preparation and assembly of adequate sites for the development and construction of facilities for housing, retail areas, cultural centers, commercial, and governmental use;

t.          City to amend zoning regulations (if necessary) and standards and guidelines for the design of streetscape, festival streets, multi-use pathways, parks, trails, plazas and open space and other like public spaces applicable to the Project Area as needed to support implementation of this Plan;

u.         In conjunction with the City, the establishment and implementation of performance criteria to assure high site design standards and environmental quality and other design elements which provide unity and integrity to the entire Project Area, including commitment of funds for planning studies, achieving high standards of development, and leveraging such development to achieve public objectives and efficient use of scarce resources;

v.         To the extent allowed by law, lend or invest federal funds to facilitate development and/or redevelopment;

w.        The provision for relocation assistance to displaced Project Area occupants, as required by law, or within the discretion of the Agency Board for displaced businesses;

x.         Agency and/or owner-developer construction, participation in the construction and/or management of public parking facilities and/or surface lots that support a desired level and form of development to enhance the vitality of the Project Area;

y.         Agency participation in the environmental assessment and remediation of brownfield sites, or sites where environmental conditions detrimental to development and/or redevelopment exist within the Project Area;

z.         Other related improvements to those set forth above as further set forth in Attachments 5.

Any such land uses as described in the Plan will be in conformance with zoning for the City and the City’s Comprehensive Plan, ReEnvision Victor, as adopted by the City Council, or as may be applicable.  Land made available will be developed by private enterprises or public agencies as authorized by law. The Plan identifies various public and private improvements which may be made within the Project Area. 

The Urban Renewal Project Area and Revenue Allocation Area herein referred to is generally described as follows:

NOTICE OF REGULAR MEETING AND PUBLIC HEARING BY THE CITY COUNCIL OF THE CITY OF VICTOR, IDAHO, TO CONSIDER THE URBAN RENEWAL PLAN FOR THE VICTOR NORTH URBAN RENEWAL PROJECT OF THE URBAN RENEWAL AGENCY OF THE CITY OF VICTOR

Utility rates, effective October 1, 2024. These adjustments reflect recent improvements in our infrastructure and changes in our regional partnerships.

1.     Water Metering: With the completion of our water meter replacement project, we can now meter water year­ round. As a result, the winter water flat fee has been eliminated.

o      Water: The rate will increase from $51.20 to $53.00 per month.

o      Sewer: The rate will increase from $61.04 to $98.50 per month.

Out of City Limits customers - 1.5x utility rate.

o      Water: The rate will increase from $51.20 to $79.50 per month (base plus usage).

o      Sewer: The rate will increase from $61.04 to $147.75 per month.

3.     Late Fee Penalty: The penalty for late utility payments will increase from $4.00 to $25.00 effective January 1, 2025.

We understand that the sewer rate increase is significant, and we want to provide you with context for this change:

Victor manages local wastewater collection while partnering with Driggs for treatment services. Driggs is currently upgrading its treatment plant to address regulatory requirements, including those stemming from Clean Water Act compliance issues. These essential improvements will enhance regional wastewater processing but will impact our shared costs.

Anticipating increased treatment costs at the Driggs plant, Victor explored building its own treatment plant but found the cost-value proposition unfavorable. Instead, we're actively optimizing our collection system to mitigate cost increases. However, Driggs' necessary plant upgrades will require a rate adjustment in FY25, with more increases over the next five years.

Victor, Idaho, July 29, 2024 - The City of Victor is accepting applications from community members wishing to serve on the Victor Planning and Zoning Commission. The Planning and Zoning Commission has one seat open for the remaining 2 years of a three-year term expiring in September 2026. The seat is appointed by the Mayor with confirmation of the appointment by City Council. To be eligible to serve on the Planning and Zoning Commission, applicants must have resided in Teton County, Idaho for at least two years. The City of Victor, in partnership with our Idaho Resort Cities Partner and the Idaho State Police Implement New Liquor License Legislation  

The Victor City Council adopted a Resort Cities Liquor Licenses ordinance on June 24, 2024. The license program was established by law during the last state legislative session to give Idaho’s resort cities the option to issue up to three additional liquor licenses to meet seasonal tourism demands. In the time since, Idaho’s resort cities have worked with the Idaho State Police Alcohol Beverage Control Division (ABC) to issue a new category of liquor license called the Resort Restaurant City Liquor License. The city council’s adoption of the ordinance last Thursday codified the City’s participation in the license program 

Idaho’s standard liquor license is based on permanent population of a city, but Idaho’s resort cities experience significant temporary population increases due to seasonal outdoor recreation. Local restaurants see high demand for liquor and cocktails as part of the local tourism, but they have not been able to meet that demand due to Idaho’s limitations on liquor licenses. Resort city proponents told legislators that the ability for a fine dining restaurant to serve a cocktail with dinner makes that restaurant fuller service in their community.   

A city must qualify as a resort city under the new law in order for the licenses to be available. Criteria include having a population of less than 10,000 and deriving the major portion of its economic well-being from businesses catering to recreational needs and meeting needs of people traveling to that destination city for an extended period of time. Additionally, the city must be further than 15 miles from a city with a population of 50,000 or more. The city must also certify that it experiences high-season sewage flows that exceed low-season flows by 20% or more. If a city meets all of the requirements, it will have three Resort City Restaurant Liquor Licenses available. There is no requirement that the City and ABC grant the licenses. It is a local decision by the mayor and city council whether to issue the licenses. 

The new licenses are exclusively for restaurants with full kitchens that comply with Idaho code.  To qualify for a license, the restaurant must show that the primary source of revenue is derived from food services and not from the sale of liquor.  Renewals will be conditioned upon showing that no less than 60% of the gross sales from the preceding 12 months were derived from food services.  Prospective license holders must also agree to dispense liquor and prepare drinks only in areas approved by the city.  Liquor sales must stop when food sales and service ends, and the city can impose additional date and time restrictions.   

The process for the awarding of the liquor licenses will be directed by ABC.  Staff at ABC have developed temporary rules for implementation. The rules will be before the legislature next January for final approval.  ABC staff has requested cities adopt a resolution indicating their interest in working with ABC to implement the legislation. The resolution should include the city’s acknowledgement that it complies with the statutory requirements to be a resort city. 

ABC will first contact individuals on the standard liquor license waiting list to see if they are interested in a Resort City Restaurant Liquor License and if they can meet the requirements. If Resort City Liquor Licenses remain after contacting the waiting list, the remaining licenses will be available on a first come, first serve basis. All applicants will still need to meet ABC’s criteria for a liquor license, plus the requirements for a Resort City Restaurant Liquor License. The final approval will come from the City, signed by the Mayor. 

Resort city members acknowledge that this is a special privilege that has been granted by the legislature and are aware that key legislators will be watching the implementation closely to make sure their concerns are met.

Idaho Resort Cities Partner with Idaho State Police to Implement New Liquor License Legislation

The City of Victor is hosting a town hall on August 7, from 6-8 pm, to discuss the future of the Old Town Irrigation System. Most city residents are not part of the Old Town Irrigation System and, therefore, are not affected by system changes, including fee increases. If your June utility bill included an irrigation fee charge (and you are not a resident of Golf Vista Estates), then your property is served by the Old Town Irrigation System and you are strongly encouraged to take part in the August 7th town hall.

Q1: What is the purpose of the upcoming town hall?

A1: The town hall aims to gather feedback from Old Town irrigation users on the current system operation and to discuss options for future years.

Q2: What changes were made to the irrigation system rates?

A2: On August 23, 2023, the City Council approved raising the annual rate from $129.58 to $534.32 per acre to cover basic operating expenses of the irrigation system.

A3: The system has been operating at a deficit for years. The new rate is necessary to cover basic operating costs and necessary repairs as they arise. Any revenue not spent in a given fiscal year will be transferred to the fund reserve. Likewise, expenditures above revenue will be accounted for as a fund debt to be paid by the users in future years.

Q4: What options were considered before the rate increase?

Raise rates to cover operating costs (chosen option)

Abandon the system and implement water conservation measures

Q5: Will this rate increase fix all the system's problems?

A5: No, the increase only covers basic operating expenses. It does not address the aging infrastructure or prevent potential future cost increases.

Q6: What will be discussed at the town hall?

A6: We will review the current system operation, gather feedback on the rate increase, and discuss potential future options for the irrigation system. Affected property owners in attendance will be asked to take an advisory vote reflecting their preferences for the future of the irrigation system (affected property owners do not need to be registered voters to participate in this advisory vote).

Q7: How does this affect properties not on the Old Town system?

A7: Most city residents do not receive water from the Old Town system, so they are not directly affected by these changes or costs.

A9: The decision followed a series of city council work sessions and budget hearings. These meetings were properly noticed and open to the public, and information, including the rate proposed and actual rate increase, was published in the local paper.

A10: If you cannot afford to pay your irrigation bill this month, please visit City Hall and staff will help you set up an interest-free payment plan.

On Saturday, July 20th starting at 7:30 A.M. the City will be applying a microseal surface as part of the street maintenance program) This asphalt maintenance is being funded by your roadway levy money. We apologize for the inconvenience and hope that we can work together to help maintain our streets and avoid costly replacements.

Public Works Dept will be sweeping roads Wed July 17th and Thursday July 18th in preparation of the treatment. The following streets will be closed for the maintenance between 7:30 A.M. until late afternoon on July 20th:

RAD INFORMATION: There is NO impact to RAD Service as long as you have your receptacles out by 6am!

There will NOT be any interruption to RAD’s service on either Thursday or Friday due to street cleaning. 

RAD starts trash and recycling collections at 6am, so we are re-routing our routes to put all the closed streets at the very beginning of each route… so the customers need to have their receptacles out by 6am.

Please note that our collection policy is that customers must have their trash and recycling out by 6am on the day of service. There is never a set time that we service customers since we often need to re-route, get stuck in snow, mechanical issues, etc. Unfortunately, there is not enough time in the day to go back because the receptacles were not out by 6am. We are required to be to the transfer station by 2:45pm Tues-Friday. Thank you for your understanding.

The maintenance crews will need full access to the roadways. Any vehicles or personal property that is parked or located on these streets after 8:00 A.M. will be towed at the owner’s expense.

The roadways need to be dry and cannot be sprayed during application. Please turn off all of the sprinklers on this day. City Staff may enter your property to shut down the sprinklers.

1.       DO NOT DRIVE on fresh oil until barricades are opened by city staff.

2.       TRASH/RECYCLE CONTAINERS MUST BE REMOVED FROM THE STREET.

3.       If you plan to be out of town, DO NOT leave vehicles and/or trailers parked on the street.

4.        The product should readily wash off vehicle fenders, etc., with soapy water if cleaned soon after contact. If not removed quickly, it may be necessary to use a petroleum-based solvent.

5.       Drivers are cautioned not to drive on the fresh Oil prior to opening of the streets.

6.        The City of Victor will not be responsible for the removal or clean-up of the product tracked onto private property, floor coverings, vehicles, etc.

Teton County, Idaho Teton Pass Closure Information Group:  A collaborative of the local governments, businesses, organizations, and nonprofits in Teton Valley, Idaho, working to support our community during the temporary closure of Wyoming Highway 22 at Teton Pass.

Teton County, Idaho (June 18, 2024) – In response to the temporary closure of Teton Pass, Teton County, Idaho, along with the cities of Victor, Driggs, and Tetonia, the Teton Regional Economic Coalition and community nonprofits, are working collaboratively to support commuters, businesses, and travelers affected by this situation.

To mitigate the impact of the closure, numerous resources have been mobilized to assist those in need. These include:

Free Fares on the Start Bus: the Teton Valley to Jackson, WY route is free until June 28th, 2024. 

Financial Assistance: Rent stipends, gas gift cards, and other financial aid to help offset increased commuting costs and other expenses for individuals.

Community Foundation’s Emergency Response Fund Grant: Businesses, Governments, Nonprofits, and Organizations providing services to support those affected by the Pass Closure or acutely affected by the closure can apply for funding.

Housing Coordination: Assistance in securing temporary housing options in Jackson, Wyoming, for those affected by the road closure.

Additional Childcare & Petcare Services: Financial assistance and select centers offering extended hours for childcare to support families during the closure, as well as community members offering pet care when owners are away for longer periods of time.
