Get ready to show your patriotic pride as the City of Victor's annual 4th of July parade returns on Thursday, July 4th at 10:30 am. This hometown tradition is a beloved way to kick off the Independence Day holiday.

Please note the parade route has changed this year. It will start at Dogwood St. and travel along Main St. before concluding at Aspen Ave. Floats will line up on Dogwood and down Agate Ave. Road closures and detours will be in effect, so please review the parade map at City Events (victoridaho.gov) and obey all road closure/detour signs and event officials.

To accommodate the new parade route and to keep the event pedestrian-friendly, parking will be prohibited on Agate Ave., East Dogwood St., Cedron Ave., Aspen Ave., and the eastern side of the Access Road (between Cedron and 7000 S) from 2am-12pm on July 4th. Starting at 10:25am, downtown travel will be limited to local residents and parade entries only. Please arrive early and use designated parking at Sherman Park and side streets not on the parade route/detours.

How to Participate All are welcome to enter! Download the Parade Registration  form at City Events (victoridaho.gov) and bring the completed form to the line-up. For safety, only adult participants can throw candy/items into the crowd.

Teton County, Idaho Teton Pass Closure Information Group:  A collaborative of the local governments, businesses, organizations, and nonprofits in Teton Valley, Idaho, working to support our community during the temporary closure of Wyoming Highway 22 at Teton Pass.

Teton County, Idaho (June 18, 2024) – In response to the temporary closure of Teton Pass, Teton County, Idaho, along with the cities of Victor, Driggs, and Tetonia, the Teton Regional Economic Coalition and community nonprofits, are working collaboratively to support commuters, businesses, and travelers affected by this situation.

To mitigate the impact of the closure, numerous resources have been mobilized to assist those in need. These include:

Free Fares on the Start Bus: the Teton Valley to Jackson, WY route is free until June 28th, 2024. 

Financial Assistance: Rent stipends, gas gift cards, and other financial aid to help offset increased commuting costs and other expenses for individuals.

Community Foundation’s Emergency Response Fund Grant: Businesses, Governments, Nonprofits, and Organizations providing services to support those affected by the Pass Closure or acutely affected by the closure can apply for funding.

Housing Coordination: Assistance in securing temporary housing options in Jackson, Wyoming, for those affected by the road closure.

Additional Childcare & Petcare Services: Financial assistance and select centers offering extended hours for childcare to support families during the closure, as well as community members offering pet care when owners are away for longer periods of time.

Small Business Association Loans: Businesses can apply for low-interest loans for businesses affected by the closure. 

Alternative Route information for travelers from Teton Valley to Jackson, WY. 

Community Resources: for online rideshare, food assistance, financial aid, mental health support, and more.

To ensure the safety of children during the parade, parents are urged to keep their kids behind the white lines on the highway. Parents should also step in front of their children to collect candy from the road and help maintain a clear path for the parade floats. Although we have volunteers walking along the parade route, we need the assistance of all parents on the sidelines to keep everyone safe and continue the tradition of candy throwing at the Victor 4th of July Parade.

CITY OF VICTOR, S. 500 W. BRIDGE REPAIR PROJECT

Sealed Bids for the Victor S. 500 W. Bridge Repair Project will be received by the City of Victor at the Victor Public Works Building, 280 Stephens Way, Victor, ID 83455 until 1:00 PM local time on Wednesday, June 12, 2024, at which time the Bids received will be “publicly” opened and read. 

A pre-bid conference will be held at 1:00 PM local time on Wednesday, June 5, 2024, at the Public Works Building of the City of Victor, 280 Stephens Way, Victor, ID. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

The project will install a concrete pad in the bed of the channel to convert the bridge to a box culvert. Excavation and grading of the channel bed and stabilization of banks upstream with riprap is also required.

Victor City Council approves design plan for 90-unit Sherman Park development

Victor, Idaho — A new affordable housing project, nearly two years in the making, is moving through government approvals in Victor. 

The Design Development Plan and Lease Option Agreement for the Sherman Park housing project were approved on March 13 by the Victor City Council. The development aims to create 90 units across four three-story buildings on more than three acres at the corner of Baseline Road and Agate Avenue. 

A similar lease option agreement was previously signed by both parties in April 2023 but has since expired. The new lease option agreement was signed on March 13 and expires March 31, 2025.  

According to the staff report, “the primary purpose of a lease option agreement is to allow the parties the opportunity to thoroughly assess the feasibility and viability of a potential project, in this case, the Sherman Park Workforce Housing Development, before either party commits to a long-term lease.”

Sherman Park is a three-acre property owned by the City of Victor and located off of Idaho Highway 33, about five miles from the Wyoming/Idaho state line. 

Last May, the City rezoned the property from Parks and Recreation zone to Commercial Mixed-Use to make way for the project. 

The project is a public-private partnership with the City of Victor providing the land for a proposed 99-year ground lease at no cost. Snavely Property Company LLC was awarded the developer bid in January 2023. 

Along with the zero-dollar 99-year lease, the City of Victor has also agreed to provide permit and fee waivers and reductions, valued at just over 10% of the estimated project cost. 

The Idaho Housing and Finance Association granted the project a $4 million financing award, as long as the project creates 23 units priced at 80% of the area median income (AMI). The loan expires Dec. 31, 2024. 

AMI is calculated annually by the U.S. Department of Housing and Urban Development (HUD) and is the midpoint of an area’s income distribution. Below are the income levels governing the Sherman Park Project. 

According to the Design Development Plan, the 23 units at 80% AMI are 14 one-bedroom units, six two-bedroom units and three three-bedroom units. At 100% AMI and 120% AMI, there will be 10 one-bedrooms and six two-bedrooms each. 

Sixteen one-bedroom units and 19 two-bedroom units will be available at market rate, with no deed restrictions.

The developer initially proposed an additional $200/month parking and storage fee for all of the units, but the Council added a condition to its approval that requires, “validation for parking spaces for AMI restricted units” and another, “delineating all costs and fees beyond rent associated tenants fees.” 

Six other conditions were also added, including no short-term rentals and the requirement of an annual occupancy rate report. The Council also outlined that if a tenant does not meet workforce qualifications, but meets the other qualifications (ie. has lived in Teton County for over a year), that tenant will not have their lease renewed if a workforce-qualified applicant is on the waiting list. 

The two other conditions require more language about a daycare center/multi-use space and the free use of amenities for tenants, such as a spa or fitness center. 

Other conditions of approval for the developer include adding a second access driveway, realigning the crosswalk at the intersection of Agate Ave and Baseline Road and design elements such as awning heights, lighting and trash and recycling enclosures. 

Council Member Amy Ross cast the lone vote against the action items related to the Sherman Park project. 

According to the staff report, Snavely Property Company LLC and City staff will work to finalize the development agreement and ground lease. The items will again come before the City Council for approval. Following that approval, utility and building permits can be submitted for review and approval.

Local Artist Unveils New Works of Art at Victor City Art Gallery Reception

Victor, ID -  January 24, 2024 – The Victor City Art Gallery is delighted to extend a warm invitation to the public for a special Reception and Open House honoring the talented local artist, Claire Peery. The art show and sale continues through March 31 showcasing Claire's current series, titled "Anglers and Avatars," which explores the intricate world of fly fishing enthusiasts in the Greater Yellowstone Ecosystem (GYE), with a special focus on Teton Valley’s fly fishing culture, celebrating the profound connection between humans and the surrounding ecosystem.

The exhibit includes a selection of fly fishing enthusiasts, both professional and amateur, each intricately portrayed through an ink rendering of their favorite hand-tied fly and a charcoal portrait. Claire's eye for detailed craftsmanship and her commitment to storytelling through art result in a compelling homage to the intersection between humans and nature.

“The creators of fishing flies adhere to the functional requirements of beguiling fish. Yet the resulting fly is a beautiful, utterly human means of interacting with the natural landscape. The fly becomes a weaponized puppet, serving as the angler’s avatar in the water. Claire Peery's artistic exploration began in the North Georgia mountains, and her journey has taken her to various corners of the United States. Holding a Bachelor of Fine Arts (BFA) from the University of Georgia, Claire has left her creative imprint in Georgia, Colorado, and now in the picturesque landscapes of Teton Valley.

Local Artist Unveils New Works of Art at Victor City Art Gallery Recepton

Due to hazardous blizzard conditions, the City of Victor suspended plow operations. Wind and blowing snow made plowing not only futile but dangerous. The County was also forced to delay or suspend its plowing.  

A blizzard warning is in effect until 5 pm today. Pending improved conditions, the City will plow at 2 AM Saturday morning. In the meantime, the National Weather Service advises the following:

Travel should be restricted to emergencies only. If you must travel, have a winter survival kit with you. If you get stranded, stay with your vehicle.

Avoid outside activities if possible. When outside, make sure you wear appropriate clothing, a hat, and gloves.

The latest road conditions can be obtained by calling 5 1 1 or by visiting 511.idaho.gov.

Remember that current conditions will make any emergency response very challenging. Please be safe and use good judgment.

VICTOR, Idaho — The Idaho Transportation Department (ITD) awarded the City of Victor $692,000 for the Agate Road Connectivity Project, and the grant will go towards transforming an unimproved dirt section of Agate Avenue between Larkspur Avenue and Aspen Road into a complete street.

The Agate Road Connectivity Project includes constructing approximately 1,250 linear feet of roadway with ribbon curbing, a five-foot-wide concrete sidewalk and a 10-foot-wide concrete paved pathway, ITD said via press release.

“By transforming the last remaining unimproved segment of Agate Avenue into a paved, complete street, the City will alleviate the conflict point at Highway 33 and Larkspur Avenue, and create a viable alternative route to Highway 33 for the residents and businesses in the Larkspur Business Park area,” Mayor Will Frohlich said via press release.

The proposed project will also increase pedestrian and cyclist safety by providing an alternative route between the City’s downtown and the Larkspur Business Park, per the press release.

This project is anticipated to start construction by summer 2024.

Out of the 127 grant applications from local governments, 48, including the City of Victor were approved to receive funding through ITD’s Strategic Initiatives Program. A total of $100 million will be awarded to projects throughout the state, to improve urban and rural roadways.

NOTICE IS HEREBY GIVEN that the Victor City Council will hold a public hearing at 138 N Main, Suite 201, Victor, Idaho, on Wednesday, December 13, 2023, beginning at 7:00 p.m. to discuss the following:

Public Hearing: LU2023-13 – Rezoning from RM-1 to RM-2 – 7579 Mtn Laurel Dr – Greg Goldman

The council will hold a public hearing to consider an application for a rezoning from RM-1 Multi Family to RM-2 Multi Family on a 1.34-acres on a property located at 7579 Mtn. Laurel Dr, Victor, Idaho, identified by parcel number: RPB01820020050. The council is the decision-making body on this application.

Public Hearing: Amendment to Development Agreement – Mountainside Village Phase 3B – Mountainside Village Inc. 

The Council will hold a public hearing to consider an application for an amendment to the development agreement for Phase 3B of Mountainside Village Subdivision to extend the construction completion date by an additional year. 

The public is invited to attend and testify regarding the proposed action or written comment may also be submitted to the City. Please contact the City with any questions regarding the hearing or to request communication aids, services, or other accommodations to participate.

PUBLIC HEARING NOTICE

 We hope this message finds you safe and well. The Victor Public Works Department would like to address the unexpected weather conditions and subsequent challenges faced during yesterday's rapid warming, which had a significant impact on the snow-covered streets.

 The valley experienced an unusual and swift temperature increase that led to the rapid melting of accumulated snow on our roadways. While the warming event was anticipated, the rapid deterioration of the snow floor caught our experienced crew by surprise, and we'd like to recognize the inconvenience it may have caused for residents and commuters. Establishing and maintaining a snow floor protects City equipment and delays the costly replacement of plow blades. Therefore, at the start of the winter season, residents can expect higher snow accumulation in the streets than is customary later in the season. Likewise, the City avoids plowing in early spring to preserve the snow floor. 

 Public safety is our top priority, and in line with established protocols, our standard practice is to initiate plowing operations during nighttime hours when traffic is minimal. However, the abrupt change in weather conditions posed a unique challenge, pitting long-standing plow policies prioritizing public safety against the inconvenience of slush-filled streets. In this instance, the city adhered to its long-standing plowing policy, but we believe it is important to recognize that doing so left many residents frustrated. 

 As always, we are actively monitoring weather forecasts and implementing proactive measures to minimize confusion during similar events in the future. In the meantime, we ask for your continued cooperation and understanding as we work diligently to remove snow from our streets while ensuring the safety of our community. Also, we'd like to take this opportunity to direct people to our snow removal policy on our website, Policies (victoridaho.gov), as it contains important information about plowing city streets.

Linda got a camera at age ten and instantly became the family photographer. After studying photography on the side

and earning degrees in psychology and sociology from the University of Texas, she began a full-time photography career

that has spanned 45 years. In Texas Linda shot everything including celebrity portraits, rodeo and the San Antonio Spurs.

Linda discovered Jackson Hole in 1987 and moved to the Tetons, where she pioneered the destination wedding

photography business and shot thousands of portraits, weddings and action events. She came to Teton Valley eight

years ago and devotes her time to fine art photography, photojournalism and photography for nonprofits, including

Music on Main. She leads the Photography Workshop for the annual Rocky Mountain Sandhill Crane Festival. “My

proudest moments are when working with our amazing nonprofits. Pure inspiration!”
