Open House

The City of Victor is issuing a scam warning based on guidance from the Center for Internet Security. Threat actors have been impersonating local and county planning and zoning departments in an attempt to fraudulently collect land use application fees. The City of Victor is aware of multiple scam attempts targeting applicants. These scams typically involve sending a fake invoice that instructs the applicant to submit payment via wire transfer. An example of this fraudulent invoice is provided for reference.

The City of Victor is extending a scam warning from the Center of Internet Security where threat actors masquerade as local and county planning and zoning departments to extract illegitimate land use application payments.

The proposed project is to make immediate and necessary improvements to the existing wastewater system through the construction of a city wastewater treatment system.

The proposed petition would seek judicial confirmation of the power of the City (1) to incur an indebtedness as an “ordinary and necessary expense” of the City authorized by the general laws of the State, within the meaning of Article 8, Section 3, of the Idaho Constitution, in a principal amount of approximately $35,000,000 for public wastewater system improvements and to pledge the City’s wastewater system revenues for the payment of such indebtedness for a term of years.

City of Victor Announces November 4 Ballot Measure on Local Option Tax

VICTOR, IDAHO – The City of Victor will hold a Non-Property Sales Tax Election on November 4, 2025, allowing voters to decide on Ordinance O642, which would amend the municipal Local Option Tax on short-term lodging accommodations.

Voters will be asked whether to adopt an ordinance that would:

Increase the tax rate for room occupancy charge from 6% to 8% on all short-term rental (30 days or less) charges for hotel-motel rooms, condominium units, tourist homes, vacation rentals, or other sleeping accommodations

Extend the duration of the tax, which is currently scheduled to expire on July 1, 2036, to July 1, 2050

The ballot measure would add 2% to the existing Local Option Tax of 6%. If approved, the measure would extend the tax for an additional 14 years beyond its current expiration date.

The Local Option Tax is applied only to short-term lodging stays of 30 days or less. It does not apply to long-term rentals or residential property. Revenue generated from this tax is used to fund city services, infrastructure, and community programs.

The City of Victor invites all residents and interested parties to attend a public information open house to learn more about the ballot measure and ask questions:

Public Notice for Planning & Zoning Commission

The portion of the S. Agate pathway currently marked in red has been closed due to the construction of new apartment buildings and the necessary realignment of the pathway itself. This closure is temporary but essential for both construction worker and public safety during the active building phase.

Ahead of issuing the building permit, we worked with the developer to maintain connectivity for pedestrians and cyclists during this construction period:

All pathways shown in green on the construction map will remain open throughout the duration of the development

The Baseline pathway may experience partial closures during construction, but will be kept open before and after school hours to ensure students can safely access the school and park areas

Alternative routes remain available via the green-marked pathways

The positioning of the construction fencing was determined by safety requirements and the scope of work needed for both the apartment construction and pathway realignment. We recognize this is an important transportation route for the community, particularly for families and students and intend to reopen that section of pathway as soon as it is safe and reasonable to do so. Additionally, there will be future improvements to the crosswalk as part of the pathway realignment project.

NOTICE : Bridge Key 33038 - Bridge Replacement at 1000 S (Crystal Ave)  Bridge will be replaced with a new premanufactured steel bridge and Cast-In-Place abutment system. Work will begin on August 25, closing 1000 S ( Crystal Ave) to through traffic and must be completed within 75 working days of starting construction. Once started, work must continuously progress until completion, except for paving. If all  project structure and roadway work items are complete, and weather does not permit project 405 paving to occur within the specification requirements, time may be suspended by the Engineer until weather allows. 
Depending on weather limitations, paving may be delayed until spring, April 1, 2026. Please see the attachment for detour mapping.
This project is being guided by Idaho Transportation Department Specifications and Forsgren Engineering.

Crystal Bridge Replacement

The City of Victor will hold a Public Meeting for their Water System Facility Planning Study on Wednesday August 27th, 2025, at 6 P.M. as part of the City Council Meeting at the Victor City Hall, 138 N Main St, Suite 201, Victor ID 83455. Information will be provided regarding proposed water projects that are to be considered as alternatives from the facility plan. A copy of the facility plan is available at the Victor City Hall and on the City Website for review by residents.

Sealed Bids for the Agate Pathway Extension will be received by the City of Victor at the Public Works Facility, 280 Stevens Way, Victor, ID.  The bid opening will be at 11:30 am on August 6th, at the City of Victor Public Works Facility, 280 Stevens Way, Victor, ID. The project consists of approximately 500 linear feet of a 10’ wide asphalt pathway along Agate Avenue South of Larkspur.

The Issuing Office for the Bidding Documents is Sunrise in Pocatello.  The project manager for this contract is Robert Heuseveldt.  Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be viewed and printed online by registering with the Issuing Office at www.sunrise-eng.com. Click on “Plan Room” at the top right corner of the homepage. Bidders must register, sign-in, and then choose the specific project to become a plan holder and obtain access to Bidding/Contract Documents, Specifications and Plans. Following registration, complete sets of documents may be downloaded at no cost as portable document format (PDF) files. Notices regarding changes/amendments to the Bidding/Contract Documents, Specifications and Plans will be sent to the e-mail address associated with the bidder’s registration. Bidders are responsible for maintaining current and correct contact information and check the plan room often to receive updates or additional documents/changes/amendments. If the prospective bidder would like to obtain printed and bound Bidding/Contract Documents, Specifications and Plans from the Issuing Office, the cost will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable.  Upon the Issuing of the Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen.  The date the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of the Bidding Documents will not be available from the Issuing Office.

A BID GUARANTY of 5 percent of the BID AMOUNT is required. Separate PERFORMANCE AND PAYMENT BONDS each in the amount of 100 percent of the CONTRACT AMOUNT will be required. Each bidder must supply all the information required by the Bid Documents and Specifications.

This project is funded by the City of Victor.  Award of the contract will be contingent upon compliance with Idaho public works contracting requirements, bid requirements, and available project funding.  This Project is administered by the City of Victor. All contractors, subcontractors, or specialty contractors shall be required to have a current license as a Public Works Contractor in the State of Idaho in order to submit a bid or proposal on this project. Public Works Licenses should be in the appropriate class of license for the project.

REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEERING DESIGN SERVICES FOR A NEW WASTEWATER TREATMENT PLANT

The City of Victor, Idaho, is seeking Statements of Qualifications (SOQs) from highly experienced and qualified engineering firms to provide comprehensive engineering design services for a new Wastewater Treatment Plant (WWTP). The City intends to utilize the Construction Manager at Risk (CMAR) project delivery method for the construction of this facility.

Project Background: The City of Victor is embarking on this critical infrastructure project to design and construct its own WWTP due to challenges with the existing partnership with the City of Driggs for treatment services, including Clean Water Act violations and capacity issues at the Driggs WWTP.

Scope of Services: The selected firm will be responsible for comprehensive services across the project lifecycle, including Preliminary Engineering, Design Engineering, and Construction Engineering. This includes, but is not limited to, wastewater characterization, process selection, detailed design and layout, environmental control systems, sustainability considerations, automation and control systems (SCADA), and ensuring full compliance with Idaho Department of Environmental Quality (IDEQ) regulations (e.g., IPDES and Reuse Permits). The Selected Engineer will also actively collaborate with the City and the selected CMAR firm throughout all phases of the project.

The parade will begin at 10:00 AM, which is 30 minutes earlier than in previous years. All roads will re-open approximately 30 minutes after the parade ends to allow crowds to safely disperse.

The commission will hold a public hearing regarding Code Text Amendments to the Land Development Code Articles 11, 12, 13, and 14. Summary of proposed amendments includes:

Adds Fire Code items, Shared Driveway Standards, and Mailbox Bank requirements from Article 12. Creates new language for loading areas to clarify loading of goods v. passengers. Clarifies Snow Storage area requirements from Design Standards.

Article 12 Streets and Public Improvements

Creates a General Provisions section to include consolidated language for applicability, phasing, improvement plans, guarantees, and easements. Removes the option to bond for final plat, prior to all public improvements being installed and accepted by City. Adds new language regarding reimbursement process and requirements. Moves all subdivision related requirements to new section in Article 13 regarding Subdivision Design. Consolidates all street improvement requirements. Clarifies requirements for parks and park improvements.

Adds vegetation requirement to Riparian Buffer consistent with recent Code updates. Amends Traffic Impact Analysis requirements from Engineer and ITD comments. Creates New Section for Subdivision Design including Cut, File, Grading, Blocks and Lots, Subdivision Access, Stub Streets, Alternative Street Design, Dead End Streets, Highway Buffers, and Mailbox Banks from Article 12. Creates a new section for Anti-Monotony Standards for single-family home permits within subdivisions.

City of Victor Announces 4th of July Parade Traffic Closures and Schedule Changes

VICTOR, IDAHO – The City of Victor, in coordination with the Teton County Sheriff's Office, Teton Fire and Rescue, and Teton County Emergency Management, is announcing important updates to this year's 4th of July Parade.

Road closures that will go into effect at 8:00 AM on July 4th and include:

Intersections of Main Street with Dogwood and Birch. Residents and visitors can access these side streets from their opposite ends.

Traffic Detours will go into effect at 9:30 AM on July 4th:

North- and South bound traffic will be detoured at Baseline/Hwy 33 on the south end of town7000/Hwy 33 on the north end of town,

West Center (Hwy 31) between Main St. and Crystal Ave (1000 W)

No street parking will be permitted on Main St. from 2 PM, July 3 – 12 PM, July 4th

Parking enforcement will begin at 2 PM on July 3rd  

Side street parking will remain available for parade attendees
