Upcoming City Council Meeting – Feb. 25

Next Wednesday, the Council will consider a Request for Reconsideration related to its prior decision to annex and rezone 80 acres (LU2025-10).

What does this mean?
Under Idaho law, reconsideration is a required step before a land use decision can be reviewed by a district court. This is not a new public hearing on the annexation itself.

At this meeting, the Council will decide whether to:

• Deny the request and let the prior decision stand;
• Grant reconsideration and schedule a new, properly noticed public hearing; or
• Grant reconsideration and direct staff to clarify or supplement written findings, based only on the existing record.

Important: No new testimony or evidence will be taken. The review is limited to materials and testimony already submitted during prior hearings.

Upcoming City Council Meeting – Feb. 25

What kind of community do we want to be in 10 years? One that relies on a broken system and hopes for the best—or one that takes responsibility for its future? That’s the question behind Victor’s decision to build our own Class A wastewater treatment facility. 

For two decades, we’ve sent our wastewater 10 miles north to a plant that has struggled with repeated failures, permit violations, and now a full rebuild just to meet the bare minimum. We’ve paid nearly half of their improvement costs, and even then, we were overbilled. After all that, the system is still polluting our water. 

Victor deserves better. Building our own Class A facility means we stop relying on a broken system and start doing things right. This isn’t about growth—it’s about responsibility. It’s about clean water, protecting our environment, and ensuring we have dependable infrastructure for decades to come. 

We’ve already engaged one of the most qualified engineering teams in the region and are working closely with the Idaho Department of Environmental Quality to make sure this facility meets the highest standards. As the design moves forward, residents will have opportunities to learn more and share input. This is a big step toward a reliable, locally managed solution that reflects our community’s values. 

We’re moving quickly, but we’re not cutting corners. By using a construction method that allows design and planning to happen in parallel, we can stay on schedule without sacrificing quality. We expect to close on the land next month and could see early site work this summer. Our engineers believe the plant could be online within three years—a few months ahead of Driggs’ January 1, 2029 deadline for independence. 

And yes, we’ve done our homework on costs. The $35 million estimate isn’t just a guess—it’s based on detailed engineering work, real pricing from suppliers, and includes a conservative 20% contingency. We even rounded up for good measure. On top of that, our delivery method gives us a Guaranteed Maximum Price, so we have strong cost controls in place. This is essential infrastructure, and we’re committed to doing it right and responsibly. 

This isn’t about personalities or politics—it’s about infrastructure and responsibility. Driggs has been a partner for decades, and we appreciate that relationship. But the reality is their system has struggled for years, and now both cities need solutions that work. Building our own facility isn’t a disagreement—it’s a decision to protect our water, our environment, and our future. I invite every resident to stay engaged, ask questions, and share input as we move forward. Together, we’re building something that will serve our community for generations.  

Op-Ed: Why Building Our Own Wastewater Facility Is the Right Move for Victor

The City of Victor is moving forward with plans to construct an independent wastewater treatment facility to ensure reliable service for residents and meet all regulatory obligations. This step follows a decision by the Victor City Council in March 2025 to pursue separation from Driggs’ treatment facility.

Before implementing this plan, Victor formally invited the City of Driggs to participate in mediation aimed at achieving an equitable and sustainable resolution to issues with the shared wastewater system issues that have become increasingly evident in recent years.

Victor’s priorities have consistently included preserving a regional solution where possible and ensuring fairness for Victor ratepayers—whether through a revised cost-sharing structure, a customer agreement, or an alternative governance framework.

The decision to re-engage through mediation reflected the Council’s belief that public input deserves more than acknowledgment—it requires action, including renewed efforts to seek a fair and collaborative resolution. Mediation was conducted under standard confidentiality provisions, which are common practice to allow candid discussion and create space for compromise. Despite these efforts, the process did not produce a viable path forward.

Accordingly, Victor has begun planning for independent wastewater infrastructure to meet legal obligations and provide reliable service to residents.

Council remains committed to transparency, environmental stewardship, and constructive engagement with our residents and neighbors. To that end, the City has engaged an engineering firm with the stated intent of building a Class A facility, ensuring treated water will meet or exceed the highest standards.

We encourage residents to stay engaged as planning moves forward. Watch for invitations to open houses, public forums, and other opportunities to learn more about the project and help shape its development. Together, we can deliver a facility that reflects community priorities and serves Victor for generations to come.

Open House

The City of Victor is issuing a scam warning based on guidance from the Center for Internet Security. Threat actors have been impersonating local and county planning and zoning departments in an attempt to fraudulently collect land use application fees. The City of Victor is aware of multiple scam attempts targeting applicants. These scams typically involve sending a fake invoice that instructs the applicant to submit payment via wire transfer. An example of this fraudulent invoice is provided for reference.

The City of Victor is extending a scam warning from the Center of Internet Security where threat actors masquerade as local and county planning and zoning departments to extract illegitimate land use application payments.

Main Street, Victor, Idaho, the City Council of the City of Victor, Idaho (the “City”), will conduct a public hearing to consider the filing of a petition for judicial confirmation under the Idaho Judicial Confirmation Law, Title 7, Chapter 13, Idaho Code. The proposed project is to make immediate and necessary improvements to the existing wastewater system through the construction of a city wastewater treatment system.

The proposed petition would seek judicial confirmation of the power of the City (1) to incur an indebtedness as an “ordinary and necessary expense” of the City authorized by the general laws of the State, within the meaning of Article 8, Section 3, of the Idaho Constitution, in a principal amount of approximately $35,000,000 for public wastewater system improvements and to pledge the City’s wastewater system revenues for the payment of such indebtedness for a term of years.

Interested persons are encouraged to attend the public hearing and to present comments.  Comments may also be submitted to the City in writing prior to and at the hearing.

City of Victor Announces November 4 Ballot Measure on Local Option Tax

VICTOR, IDAHO – The City of Victor will hold a Non-Property Sales Tax Election on November 4, 2025, allowing voters to decide on Ordinance O642, which would amend the municipal Local Option Tax on short-term lodging accommodations.

Voters will be asked whether to adopt an ordinance that would:

Increase the tax rate for room occupancy charge from 6% to 8% on all short-term rental (30 days or less) charges for hotel-motel rooms, condominium units, tourist homes, vacation rentals, or other sleeping accommodations

Extend the duration of the tax, which is currently scheduled to expire on July 1, 2036, to July 1, 2050

The ballot measure would add 2% to the existing Local Option Tax of 6%. If approved, the measure would extend the tax for an additional 14 years beyond its current expiration date.

The Local Option Tax is applied only to short-term lodging stays of 30 days or less. It does not apply to long-term rentals or residential property. Revenue generated from this tax is used to fund city services, infrastructure, and community programs.

Public Hearing: LU2025-10 - Annexation/Rezone - South of 7000S between 500W & 1000W - City of Victor/Evans  

The commission will hold a public hearing to consider a joint application for ANNEXATION of an 80.81-acre parcel located south of 7000S between 1000W and 500W, Victor, Idaho identified by parcel number: RP03N45E022400 and requesting REZONING of CIV Civic and Institutional on the western 40.4 acres and RS-16 Residential Single Family on the eastern 40.41 acres.

The commission will hold a public hearing to consider a preliminary plat application for a 37-lot subdivision to be located at 8470 S 1000 W, Victor, Idaho. The property is zoned RS-5 Residential Single-Family and Two Family containing 9.64 acres, identified by parcel number: RP03N45E022400.

The commission will hold a public hearing to consider a rezone map amendment to the CX-Commercial Mixed Use Zoning District at 7895 HWY 33, Victor, Idaho. The property is currently zoned CC-Commercial Corridor and RM-2 Residential Multi Family containing 8.37 acres, identified by parcel numbers: RPB3N45E028441, RPB3N45E028420, and RPB3N45E028435.

Public Notice for Planning & Zoning Commission

The portion of the S. Agate pathway currently marked in red has been closed due to the construction of new apartment buildings and the necessary realignment of the pathway itself. This closure is temporary but essential for both construction worker and public safety during the active building phase.

Ahead of issuing the building permit, we worked with the developer to maintain connectivity for pedestrians and cyclists during this construction period:

All pathways shown in green on the construction map will remain open throughout the duration of the development

The Baseline pathway may experience partial closures during construction, but will be kept open before and after school hours to ensure students can safely access the school and park areas

Alternative routes remain available via the green-marked pathways

The positioning of the construction fencing was determined by safety requirements and the scope of work needed for both the apartment construction and pathway realignment. We recognize this is an important transportation route for the community, particularly for families and students and intend to reopen that section of pathway as soon as it is safe and reasonable to do so. Additionally, there will be future improvements to the crosswalk as part of the pathway realignment project.

NOTICE IS HEREBY GIVEN that the Victor Planning and Zoning Commission will hold a public hearing at 138 N Main, Suite 201, Victor, Idaho, on Thursday, September 18, 2025, beginning at 7:00 p.m. to discuss the following:

Public Hearing: LU2025-11 – Conditional Use Permit – 160 N. Agate - Walker

The commission will hold a public hearing regarding an application for Conditional Use Permit for a Home Business to operate a hair salon from the applicant’s residence located at 160 N. Agate Ave. Victor, Idaho, identified is RPB0086001003B. The property is zoned RM-1 Residential Multifamily.

The commission will hold a public hearing regarding Code Text Amendments to the Land Development Code Articles 10 and 14. Summary of proposed amendments includes:

Create use definitions for formula restaurant, formula retail, and grocery store, and allocate which zoning districts those uses are allowed or not allowed in.

Remove the uses of Campground, travel trailer park, RV park and Seasonal Rental Cabin/ Recreational Park

Trailer (RPT) Facility, and amend the standards so that the existing operations can continue but no new uses are allowed.

Public Hearing for Code Amendments to Articles 10 and 14 of Land Development Code and Public Hearing for Conditional Use Permit for Home Business. 

NOTICE : Bridge Key 33038 - Bridge Replacement at 1000 S (Crystal Ave)  Bridge will be replaced with a new premanufactured steel bridge and Cast-In-Place abutment system. Work will begin on August 25, closing 1000 S ( Crystal Ave) to through traffic and must be completed within 75 working days of starting construction. Once started, work must continuously progress until completion, except for paving. If all  project structure and roadway work items are complete, and weather does not permit project 405 paving to occur within the specification requirements, time may be suspended by the Engineer until weather allows. 
Depending on weather limitations, paving may be delayed until spring, April 1, 2026. Please see the attachment for detour mapping.
This project is being guided by Idaho Transportation Department Specifications and Forsgren Engineering.

Crystal Bridge Replacement

The City of Victor will hold a Public Meeting for their Water System Facility Planning Study on Wednesday August 27th, 2025, at 6 P.M. as part of the City Council Meeting at the Victor City Hall, 138 N Main St, Suite 201, Victor ID 83455. Information will be provided regarding proposed water projects that are to be considered as alternatives from the facility plan. A copy of the facility plan is available at the Victor City Hall and on the City Website for review by residents.

The council will hold a public hearing regarding Code Text Amendments to the Land Development Code Articles 11, 12, 13, and 14. Summary of proposed amendments includes:

Article 11 Site Development: Adds Fire Code items, Shared Driveway Standards, and Mailbox Bank requirements from Article 12. Creates new language for loading areas to clarify loading of goods v. passengers. Clarifies Snow Storage area requirements from Design Standards.

Article 12 Streets and Public Improvements: Creates a General Provisions section to include consolidated language for applicability, phasing, improvement plans, guarantees, and easements. Removes the option to bond for final plat, prior to all public improvements being installed and accepted by City. Adds new language regarding reimbursement process and requirements. Moves all subdivision related requirements to new section in Article 13 regarding Subdivision Design. Consolidates all street improvement requirements. Clarifies requirements for parks and park improvements.

Article 13 Property Development Plan: Adds vegetation requirement to Riparian Buffer consistent with recent Code updates. Amends Traffic Impact Analysis requirements from Engineer and ITD comments. Creates New Section for Subdivision Design including Cut, File, Grading, Blocks and Lots, Subdivision Access, Stub Streets, Alternative Street Design, Dead End Streets, Highway Buffers, and Mailbox Banks from Article 12. Creates a new section for Anti-Monotony Standards for single-family home permits within subdivisions.

Article 14 Administrative: Moves Street/Right of Way Vacation process from Article 12.

Public Hearing: LU2023-04 – Amendment to Development Agreement – Sherman Park – Snavely Group

The Council will hold a public hearing to consider an amendment to the development agreement to extend the construction commencement date to November 1, 2025. The development agreement was originally approved on July 24, 2024, and first amended on November 12, 2024, for the approved rezoning to CX – Commercial Mixed Use, on approximate 3.2-acre part of the parcel identified by number RPB3N45E117200. The council is the decisionmaker on this application.

Public Hearing: SD2022-07 – Amendment to Development Agreement – Twin Slides – Crewsen West LLC

The Council will hold a public hearing to consider an amendment to the development agreement to create provision for payment at the time of each building permit for the proportional share of the lift station #3 improvements for all properties within the approved phase one of the Twin Slides Subdivision. Sealed Bids for the Agate Pathway Extension will be received by the City of Victor at the Public Works Facility, 280 Stevens Way, Victor, ID.  The bid opening will be at 11:30 am on August 6th, at the City of Victor Public Works Facility, 280 Stevens Way, Victor, ID. The project consists of approximately 500 linear feet of a 10’ wide asphalt pathway along Agate Avenue South of Larkspur.

The Issuing Office for the Bidding Documents is Sunrise in Pocatello.  The project manager for this contract is Robert Heuseveldt.  Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be viewed and printed online by registering with the Issuing Office at www.sunrise-eng.com. Click on “Plan Room” at the top right corner of the homepage. Bidders must register, sign-in, and then choose the specific project to become a plan holder and obtain access to Bidding/Contract Documents, Specifications and Plans. Notices regarding changes/amendments to the Bidding/Contract Documents, Specifications and Plans will be sent to the e-mail address associated with the bidder’s registration. Bidders are responsible for maintaining current and correct contact information and check the plan room often to receive updates or additional documents/changes/amendments. If the prospective bidder would like to obtain printed and bound Bidding/Contract Documents, Specifications and Plans from the Issuing Office, the cost will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. This project is funded by the City of Victor.  Award of the contract will be contingent upon compliance with Idaho public works contracting requirements, bid requirements, and available project funding.  This Project is administered by the City of Victor. All contractors, subcontractors, or specialty contractors shall be required to have a current license as a Public Works Contractor in the State of Idaho in order to submit a bid or proposal on this project. Public Works Licenses should be in the appropriate class of license for the project.

REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEERING DESIGN SERVICES FOR A NEW WASTEWATER TREATMENT PLANT

The City of Victor, Idaho, is seeking Statements of Qualifications (SOQs) from highly experienced and qualified engineering firms to provide comprehensive engineering design services for a new Wastewater Treatment Plant (WWTP). The City intends to utilize the Construction Manager at Risk (CMAR) project delivery method for the construction of this facility.

Project Background: The City of Victor is embarking on this critical infrastructure project to design and construct its own WWTP due to challenges with the existing partnership with the City of Driggs for treatment services, including Clean Water Act violations and capacity issues at the Driggs WWTP.

Scope of Services: The selected firm will be responsible for comprehensive services across the project lifecycle, including Preliminary Engineering, Design Engineering, and Construction Engineering. This includes, but is not limited to, wastewater characterization, process selection, detailed design and layout, environmental control systems, sustainability considerations, automation and control systems (SCADA), and ensuring full compliance with Idaho Department of Environmental Quality (IDEQ) regulations (e.g., IPDES and Reuse Permits). The Selected Engineer will also actively collaborate with the City and the selected CMAR firm throughout all phases of the project.
